Lawrence J. Bogard
Lawrence J. Bogard, who is resident in the Washington, D.C. office, focuses his practice on federal and multinational regulation of international trade in goods and services. He is a graduate of Vassar College (1974) and the Georgetown University Law Center (1977).
Mr. Bogard represents both domestic and foreign interests in proceedings before U.S. administrative agencies responsible for the tariff and trade laws, particularly those involving remedies for unfair trade practices. Mr. Bogard regularly appears before the U.S. Department of Commerce, the U.S. International Trade Commission, the U.S. Trade Representative's Office, the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. He has played key roles in litigation resolving a number of fundamental issues of U.S. antidumping and countervailing duty law.
Mr. Bogard is a member of the roster of individuals eligible to serve on Binational Dispute Panels under Article 19 of the North American Free Trade Agreement, and has chaired one such Panel. He is the General Editor of Customs Law & Administration (Oceana Publications, Inc.), the pre-eminent treatise on U.S. Customs law.
